If there is how does it work? I know Tor is working on something that would allow such a persons ID to be reveled so it could be turned over to the proper Authorities.

No, this is not planned. However, if the authorities and judges of several countries work together, it is possible to start an observation of some IP addresses for a limited time on some services.

- to spy everybody
- to block other stuff like "extremism" (left/right/animalprotection and many others), criticism of the state, "piracy" (removing DRM and similar), and all other undesirable topics or opinions.
